What is a Skills Assessment — and Why Does It Block Your Visa?
Before you can lodge an Expression of Interest (EOI) in SkillSelect, before you can receive an Invitation to Apply (ITA), before you can submit a single visa application for a Subclass 189, 190, or 491 — you need a positive skills assessment. Without one, the entire pathway to Australian PR grinds to a halt.
A skills assessment is a formal evaluation of your qualifications and work experience measured against Australian standards for your nominated occupation. It is conducted by a designated assessing authority — an organisation appointed by the Australian Government. The assessment answers one fundamental question:
"Does this person have the qualifications and experience to perform this occupation at an Australian standard?"
The Department of Home Affairs (DOHA) will not accept your visa application without a current, valid positive assessment from the correct authority. Skills assessments are generally valid for 3 years from the date of issue — and if your assessment expires before you receive your ITA, you cannot proceed without getting a new one. So timing matters enormously.

Your skills assessment must still be valid at the time DOHA receives your visa application — not just at the time you submit your EOI. Factor in invitation wait times when planning your assessment start date.

Australia has over 40 designated assessing authorities. The six below cover the vast majority of skilled migration applicants. Your ANZSCO occupation code determines which one you apply to — choosing the wrong body will result in rejection and lost application fees.

Deep Dive: The Four Bodies You Need to Know
1. TRA — Trades Recognition Australia
TRA assesses trade and technical occupations for migration purposes. If you're a plumber, carpenter, chef, auto technician, or electrician seeking PR, TRA is almost certainly your assessing body. TRA operates multiple programs — the pathway you take depends on where you studied, your country of passport, and whether you're currently onshore or offshore.
Key TRA programs include: the Trade Pathways Assessment (for offshore applicants with overseas qualifications), the Overseas Skilled Assessment Program (OSAP) (for licensed trade occupations), and critically — the Job Ready Program (JRP) for international graduates who studied their trade in Australia. We cover the JRP in detail in Section 05.
2. ANMAC — Nursing & Midwifery
ANMAC assesses overseas-qualified nurses and midwives. A positive ANMAC assessment is mandatory before AHPRA (Australian Health Practitioner Regulation Agency) will grant registration — meaning the total timeline from ANMAC assessment to actual practice rights in Australia can stretch to 18–24 weeks. ANMAC offers three assessment types: Modified, Direct Care, and Full — with the Full assessment being required for most skilled migration visa pathways.
Important: ANMAC experienced a ~15% fee increase in early 2025. Always check current fees directly on the ANMAC website before budgeting. Post-ANMAC, factor in an additional 8–12 weeks for AHPRA registration.
3. ACS — Australian Computer Society
ACS assesses all ICT and technology occupations including software engineers, systems analysts, cybersecurity specialists, network administrators, and ICT project managers. ACS is known for being strict about qualification relevance — if your degree is not in ICT, ACS applies the RPL (Recognition of Prior Learning) pathway, which typically deducts years from your claimed experience.
The ACS standard fee for 2025–26 is AUD $530. Processing runs 4–12 weeks with simpler cases resolved faster. Critically: include your full employment history even for non-ICT roles — gaps raise red flags with assessors.
4. AITSL — Teaching & Education
AITSL assesses teachers across all levels — primary, secondary, and special education. Notably, AITSL is the only major body that does not charge GST to anyone, onshore or offshore, making its fee of AUD $1,154 the same for all applicants. AITSL is also typically one of the faster bodies with processing in 4–6 weeks. Early childhood teachers are assessed by a separate body — ACECQA — rather than AITSL.

One of the most dangerous errors in migration planning is underestimating how long a skills assessment takes. When you factor in document preparation, certified translations, employer reference letters, and potential requests for further information (RFI), the real-world time from "I need to start" to "I have a positive assessment" is often 2–6 months longer than the official processing window.

Tradies & the TRA Job Ready Program — Everything You Need to Know
If you are an international student who completed a trade qualification at an Australian CRICOS-registered institution, the Job Ready Program (JRP) is likely your primary route to a TRA skills assessment for skilled migration. It is one of the most structured — and most misunderstood — pathways in the Australian migration system.
The JRP is not a quick process. From start to finish, it typically takes 18–24 months, including the Provisional Skills Assessment stage. Understanding each step before you begin is not optional — it is the difference between a seamless PR pathway and a visa timeline that collapses.
"The most common mistake we see? Tradies finishing their course and assuming the JRP starts the next day. It doesn't. And every week you delay is a week added to the end of your PR timeline."
JRP Eligibility — You Must Tick All Boxes
- ✓Completed an Australian trade qualification (Cert III, IV or Diploma) at a CRICOS-registered institution

Certain licensed trade occupations are explicitly excluded from the Job Ready Program. These occupations must pursue alternative TRA pathways (such as OSAP). Always confirm your specific occupation's eligibility on the TRA website before investing time and fees in the JRP pathway.

The Most Common Mistakes — And How to Avoid Them

Mistake #1: Not Starting Early Enough
The single most common — and most damaging — error. Applicants wait until they're "ready to apply for the visa" to begin their skills assessment. By then, they're already 3–6 months behind schedule. For JRP applicants, starting late can mean your PSA expires before you complete the employment stage. Start your assessment the moment you decide to pursue PR.

Some occupations can be assessed by multiple bodies depending on context (e.g., chefs can go through TRA or VETASSESS depending on their qualification type). Choosing the wrong body wastes your application fee and restarts the clock. Always cross-reference the Home Affairs assessing authorities list and, when uncertain, seek professional advice before paying any fee.

Mistake #3: Weak or Vague Employment Reference Letters
Generic references are a leading cause of delays and negative outcomes. Every reference letter must be on company letterhead, signed by a supervisor with verifiable contact details, include specific dates of employment, exact hours worked per week, and duty descriptions that explicitly match the ANZSCO task list for your occupation. A reference that says "John is a good worker" will not pass assessment.

The assessment fee is just the beginning. Factor in: certified document translation costs, credential verification fees, English language test fees (IELTS/PTE), courier charges for original documents, and migration agent fees. Total costs for a comprehensive application can easily reach AUD $3,000–$5,000+ before a single visa fee is paid.

Skills assessments are valid for 3 years — but ITA wait times in SkillSelect can sometimes stretch beyond 18–24 months for competitive occupations. If your assessment expires before you receive your ITA, you must obtain a new assessment. Many applicants discover this only when they receive their invitation and find their assessment has lapsed. Track your expiry date religiously.

Mistake #6 (JRP Specific): Not Notifying TRA of Employment Changes
During the JRE stage, you must notify TRA within 14 days if your employment changes or ends, and register any new employer in the portal. Failure to do so can jeopardise your entire JRP progress. TRA monitors your employment arrangement closely and may conduct site visits to verify your work environment is genuine and occupation-relevant.

Use this checklist regardless of which assessing body you're applying to. Missing any of these can trigger a Request for Further Information (RFI) and add weeks to your timeline.
