In short: Yes — you can migrate to Australia without a job offer. The subclass 189, 190, and 491 visas are all points-tested and do not require employer sponsorship. Only the Skills in Demand (subclass 482) visa, and other employer-sponsored streams, require a job offer. Which route suits you depends on your points score and whether you're open to living in a regional area.

Can I Migrate to Australia Without a Job Offer?

Yes. Australia's General Skilled Migration (GSM) program was built specifically for this. Under the 2025–26 Migration Program, tens of thousands of places are set aside across the 189, 190, and 491 visas — all assessed on points, not on whether an employer wants to hire you. If your occupation sits on the relevant skilled occupation list and you can score at least 65 points, Australia PR without job offer is a realistic, well-trodden path.

Which Australia Visa Doesn't Need a Job Offer?

Visa Job Offer Required? Sponsorship Needed PR Status
Subclass 189 (Skilled Independent) No None — points only Permanent from grant
Subclass 190 (Skilled Nominated) No State/territory nomination Permanent from grant
Subclass 491 (Skilled Work Regional) No State/territory or eligible family nomination Provisional; leads to PR via subclass 191
Subclass 482 (Skills in Demand) Yes Employer sponsorship Temporary; pathway to 186

Subclass 189 Without Job Offer

The 189 is Australia's purest independent pathway. There's no state nomination and no sponsor — just your Expression of Interest (EOI) in SkillSelect, ranked by points. The trade-off is competition: most 2026 invitation rounds are clearing well above the 65-point minimum, often into the 90s for popular occupations.

Subclass 190 Without Job Offer

Same points test as the 189, plus a 5-point boost once a state or territory nominates you. Does subclass 189 require sponsorship? No — but if your points alone aren't enough, the 190's state nomination is often what pushes borderline applicants over the invitation line.

Subclass 491 Without Job Offer

The 491 adds 15 points — the largest bonus of the three — through regional state nomination or eligible family sponsorship. It's provisional rather than permanent on grant, but it's currently one of the more accessible routes for applicants who can't yet compete in the 189 pool, provided you're genuinely open to regional living.

Skills in Demand Visa Job Offer Requirement

The Skills in Demand (SID) visa, subclass 482, is the one major skilled pathway where a job offer is mandatory. It replaced the old Temporary Skill Shortage visa in December 2024 and runs on three salary-based streams, with income thresholds indexed annually — the Core Skills threshold moved to $79,499 from 1 July 2026. If you don't yet have an Australian employer willing to sponsor you, the 482 simply isn't available to you yet — which is exactly why the 189/190/491 pathways exist as the job-offer-free alternative.

How to Get Australia PR Without a Job

  1. Confirm your occupation is on the relevant skilled occupation list.
  2. Get a positive skills assessment from the designated assessing authority for your occupation.
  3. Sit English testing and calculate your points score.
  4. Submit an EOI through SkillSelect for the 189, and/or register interest for state nomination (190/491).
  5. Wait for an invitation, then lodge your visa application within 60 days.

Getting Your Points Strategy Right

Points thresholds move every invitation round, and state nomination criteria differ from one jurisdiction to the next — small missteps here cost real time. At Edvise Hub, our MARA-registered consultants help skilled applicants map their points score against current invitation trends and choose between the 189, 190, and 491 with a clear, realistic strategy — no employer sponsorship required.
